Scope and Contents

From the Collection: This collection covers the years 1957-2014.  The materials show an ever broadening scope of activity for the university and the  president as the school grows from about 3,500 students in 1966 to peak at a head count of around 8,000 in 2010.  Also included here are gifts bestowed by international schools, documents on curriculum matters and personnel policies, and meetings with department chairs.  There are documents that show how the president interacted with other groups related to the governance of the school, such as the State System of Higher Education, university senate, Edinboro Foundation and Council of Trustees.

Biographical / Historical

From the January 1969 booklet State Board of Education:

The state Board of Education was created by the General Assembly in 1963 (The Act of June 17, 1963, P.L. 143, Act 94).

The Board met and organized on October 22, 1963. Since then, the Board has adopted a schedule of bi-monthly two-day meetings, on the second Thursday and the following Friday every other month.

The Board has, by law, two Councils- a Council of Basic Education and Council of Higher Education. The Board and the Councils have in addition appointed such Committees, standing or ad hoc, as are necessary to conduct the business of the Board.

The Board also sits as the state Board for Vocational Education in this capacity sets policy and gives guidance for the development of vocational and technical education in Pennsylvania.

The Superintendent of Public Instruction is by law the chief executive officer of the Board, though he may designate a representative. He is entitled to attend all meeting and speak on all matters, but has no vote...

The State Board of Education reviews policies, standards, rules and regulations formulated by the Councils and adopts broad policies and principles and establishes standards governing education of the Commonwealth. In addition, the Board hears appeals on school district reorganization. The Board also reviews the annual budget requests of the Department of Public Instruction, including the budget requests of the state-owned colleges and universities, state-related universities and state-aided institutions, and comments on the requests before they are submitted to the budget secretary.
