Dr. Chester McNerny, President of Edinboro State College, proposed the creation of a senate. In 1968, the Senate was officially accepted by the Board of Trustees. Since its inception the senate has been a recommending body composed of faculty and administrators. Later the senate incorporated student representatives. As first concieved, the senate was designed to make recommendations to the president and to the Board of Trustees (later named the Council of Trustees), on any matter affecting the school. There have been several revisions to the constitution of the senate that reflects the changes in university governance. The committee structure reflects the areas that senate monitors and makes recommendations concerning. Aside from its internal governance, the senate has recommending authorty only.

Abstract
The senate functions as a recommending body to the university president. Unlike many college senates, it is not composed solely of faculty.
